Tillamook PUD Board of Directors Actions — July 2018

There were several action items brought before the Board of Directors at the July 17, 2018, regular scheduled Tillamook PUD Board of Directors meeting. Among these items were the First Reading of Ordinance 1-18, “An Ordinance to Establish Certain Retail Rates (Green Power)”; a request for approval of Resolution Number 18-07-05, “A Resolution to Gain Access to the RUS RD Apply System”; and the First Reading of Ordinance 2-18, “An Ordinance Authorizing the Issuance of Additional Electric Revenue Bonds in a Principal Amount of not more than $29,000,000”.

The First Reading of Ordinance 1-18 relates to changing the current Green Power program rate structure and also adding an option for local businesses to participate in the program. The Green Power program offers customers the option of supporting local clean energy generated by manure digesters in our area. The purpose of the First Reading of Ordinance 1-18 was to provide public notice of the intended changes to the Green Power program.

The purpose of bringing resolution number 18-07-05 to the Board of Directors was to update the contact personnel authorized to submit and receive information from the United States Department of Agriculture Rural Utilities Service (RUS).

The reason for the First Reading of Ordinance 2-18 was to notify the public of Tillamook PUD’s intent to adjust the dollar amount of revenue bonds the District is authorized to be issued from RUS. The funds that would be issued from these bonds are reserved to finance the following projects:

  • Improvements to the District’s electrical system
  • Meter replacements
  • Improvements to the headquarters operations center

The funds would be borrowed as needed for these projects, many of which are outlined in great detail in the Tillamook PUD Construction Work Plan, and all of which have been approved by the Board of Directors during public board meetings.

The Tillamook PUD Construction Work Plan is a 4 year plan that is updated by staff every four years, then reviewed by the Board of Directors and adopted accordingly. This process is done through public Board Workshops and public Board of Director meetings. Tillamook PUD’s current Construction Work Plan and improvement projects have a $46 million budget. Since this plan spans over a period of 4 years, some of the projects in the plan are carried over from previous work plans and new projects are added as needs are identified. The Construction Work Plan was presented at the May 15, 2018 public Board of Directors meeting, where the plan and projects were discussed. The plan was then approved and adopted at the June 13, 2018 public Board of Directors meeting. Having a Construction Work Plan in place allows Tillamook PUD to plan and budget for projects both short-term and long-term.

Each year, Tillamook PUD develops a budget that is reviewed in several public workshops with the Board of Directors. After a detailed review, the budget is approved by the Board of Directors and adopted for the prospective fiscal year.
